| Summary, etc. | Résumé Trois ans après l'intervention américaine en Afghanistan et la chute des talibans, l'élection présidentielle du 9 octobre 2004 — la première dans l'histoire de ce pays — ouvre une nouvelle étape sur la voie de sa reconstruction et de sa démocratisation. Toutefois, les séquelles de vingt-cinq années de guerre sont toujours présentes et l'avenir est encore incertain. Cette élection a été l'aboutissement des accords de Bonn, imposés à l'opposition anti-talibans par la communauté internationale, notamment les États-Unis, qui règnent en maîtres dans un pays sous leur protection. Les raisons de cette incertitude se trouvent dans les conditions de l'intervention américaine, qui était davantage une réponse circonstancielle aux attentats du 11 septembre qu'une véritable volonté de démocratisation de l'Afghanistan. D'où la persistance du pouvoir des seigneurs de la guerre, du trafic de drogue et de l'idéologie des talibans. |

| Summary, etc. | Abstract Afghanistan : An Uncertain Democratic TransitionThree years after the American intervention in Afghanistan and the fall of the Taliban's regime, the October 9, 2004 presidential election — the first in Afghanistan's history — paves the way for reconstruction and democratization. However, the consequences of twenty-five years of war are still present and the future is still uncertain. These elections were the result of the Bonn's agreements, imposed to the anti-Taliban opposition by the international community, led by the United States which reigns supreme over a country under its protection. This uncertainty derives mainly from the conditions of the American intervention, which was a circumstantial response to the 9/11 attacks more than the result of a real willingness to establish democracy in Afghanistan. Hence the persistence of warlords'power, of drugs trafficking, and of Taliban's ideology. |
