| Summary, etc. | RésuméEntre autres textes, la Déclaration universelle des droits de l'homme crée des normes qui, faute d'être toujours appliquées, fournissent néanmoins un critère d'appréciation. Cependant, les opérations de police internationale, par exemple en Irak, ont mis la rhétorique des droits de l'homme et du devoir d'ingérence au service d'une intervention militaire occidentale. Or, on ne bombarde pas au nom de la démocratie sans risquer de voir la démocratie identifiée au bombardement. Pourtant, des interventions moins spectaculaires (Liberia, Sierra Leone, Albanie) ont connu davantage de succès. Mais tout porte à croire que l'ingérence humanitaire ne s'exerce qu'auprès des États les plus faibles. Dévoyée au profit des appétits de puissance, la morale ne doit pas pour autant être oubliée dans la vie internationale. |
