| Summary, etc. | Résumé La mise en parallèle de quatre décennies d’interventions psychosociales, d’un côté, et les pratiques sociales et communautaires mises en œuvre par des instances publiques, de l’autre, permet de déceler des rapprochements entre ces deux façons de traiter les questions sociales au Brésil, et leurs lacunes. Alors que l’intervention psychosociale, mettant en jeu des dispositifs analytiques, tournés vers l’autonomie des individus, des groupes, des organisations et des communautés, part du non-savoir sur le social, les politiques sociales, suivant des démarches institutionnalisées et bureaucratiques, partent des savoirs techniques, rationnels et universels. Dans le contexte paternaliste et autoritaire de la société brésilienne encore dominée par la « conscience hôtesse de l’oppresseur », selon Paulo Freire, ces différences deviennent importantes. |

| Summary, etc. | Psychosocial interventions and social policies A parallel look at, on the one hand, four decades of psychosocial intervention and, on the other, the social and community practices set in motion by the authorities, allows us to see similarities between these two ways of treating social issues in Brazil, and their shortcomings. Whereas psychosocial intervention, using analytical measures, turned towards the autonomy of individuals, groups, organisations and communities, starts from non-knowledge about social issues, social policies, following institutionalised, bureaucratic steps, start from technical, rational and universal knowledge. In the paternalistic, authoritarian context of Brazilian society which is still dominated by the “hostess awareness of the oppressor”, according to Paulo Freire, these differences become important. |
