| Summary, etc. | RésuméAujourd’hui, la diversité des logiques qui interfèrent et se contredisent au sein d’un seul et unique problème professionnel, mettent de facto les titulaires de postes de responsables en présence de cas de conscience. En effet, les administrés et les agents sont porteurs de nouveaux statuts dont l’ancien contrat social admettait volontiers qu’ils n’avaient pas à interférer avec le domaine professionnel. Aujourd’hui, ce n’est plus si évident, notamment quand il s’agit de définir leurs places respectives au sein de l’univers professionnel. Nous proposons une méthode d’enseignement, sorte de généralisation de l’analyse transactionnelle, qui permet de traiter des études de cas. |

| Summary, etc. | Since the war, one popular movement of thought has identified dishonesty with resistance and honesty with collaboration. Its supporters have become accustomed to letting the state deal with regulation. This has therefore increased regulatory bodies, so much so that France is now the third country in the developed world for civil servants’ salaries, the second for levels of public expenditure and the first for the number of elected representatives per capita. The problem is that results are not achieved. Indeed, France is ranked as the worst country in the industrialized world for corruption by the Institute of Economic Affairs (2006) and the third world power out of the 21 wealthiest countries for the perception of corruption of elected representatives and officials by Transparency International (2007). The question therefore arises at to whether the process of delegating local regulation is not, by its very nature, doomed to failure in the absence of a sense of individual accountability and proximity ethics. |
