| Summary, etc. | Bien qu’elle ait pris de cours de nombreux observateurs et chancelleries, l’histoire de la reprise du pouvoir par les talibans en Afghanistan, à l’été 2021, est celle d’une débâcle annoncée à maints égards. Depuis, les positions des différentes parties bloquent tout dialogue, de même que les mécanismes réguliers de l’aide internationale d’urgence, alors que la population afghane subit la pire catastrophe humanitaire qu’elle ait jamais connue. Cet article revient tout d’abord sur l’échec des négociations entre l’administration américaine et les talibans, et sur le retour prévisible de ces derniers au pouvoir. Il s’intéresse ensuite à la crise humanitaire qui en résulte, pour finir par traiter des incertitudes politiques sur la situation interne du pays, mais également sur les relations internationales, qui en découlent. |

| Summary, etc. | The Taliban takeover of Afghanistan in the summer of 2021, while catching many observers and state chancelleries off guard, is one of a debacle foretold in many ways. Since then, the positions of the different parties have blocked any dialogue, as well as the regular mechanisms for international emergency aid, while the Afghan population has been suffering the worst humanitarian disaster it has ever known. This article first examines the failure of negotiations between the US administration and the Taliban, and the predictable return of the Taliban to power. It then focuses on the resulting humanitarian crisis, and eventually addresses the political uncertainties in the country’s internal situation, as well as in international relations. |
