Summary, etc. | 21st century state interventionism is characterized by ambivalence between a traditional bureaucratic style and a more passive neoliberal style. Faced with multiple crises (ecological, health, etc.), policymakers attempt to solve issues without necessarily having adequate resources to do so. In a context of reduced state involvement and spending cuts, governments may be tempted to adopt policies that are officially ambitious without the means to implement them. In this article, we investigate this lingering tension between a loss of state capacity in emerging policy fields and an ongoing expectation of responsibility towards state actors. This paper builds on comparative analysis of agri-environmental and cannabis legalization policies in Canada. We argue that, as a result of ambivalent interventionism, the state loses its role as a structuring actor in public policy. It does so through the hollowing-out of its autonomy and through growing dependence on private actors. We describe three enabling mechanisms for this outcome: 1) the formation of policy implementation ecosystems in which the state is not central; 2) the weakening of state expertise; and 3) the increasing delegation of policy monitoring and follow-up to non-state actors. |

Summary, etc. | Résumé : Entre l’interventionnisme bureaucratique traditionnel et la figure néolibérale de l’État passif et en retrait, l’action publique au 21e siècle se caractérise par son ambivalence. Confrontés à de multiples crises (écologique, sanitaire, etc.), les décideurs publics se voient parfois contraints d’intervenir sur des enjeux auxquels ils tentent de remédier sans disposer de ressources conséquentes pour ce faire. Dans un contexte généralisé de désengagement de l’État et de réduction des dépenses publiques, les gouvernants peuvent être tentés d’adopter des politiques officiellement ambitieuses, mais dépourvues de moyens. Cette tension entre désengagement comme perte de centralité et intervention dans de nouveaux champs d’action publique comme prise de responsabilité est au cœur de cet article, qui propose une analyse comparée des politiques en matière d’agroenvironnement et de légalisation du cannabis au Canada. Nous défendons la thèse qu’à terme, le recours à ce style d’interventionnisme a pour effet que l’État renonce à assumer un rôle d’acteur structurant des politiques publiques, à la fois par un évidement de ses capacités d’action autonomes et par une dépendance croissante vis-à-vis de certains acteurs privés. Nous étayerons cet argument par l’analyse de trois mécanismes : 1) la formation d’écosystèmes de la mise en œuvre où l’État ne joue pas un rôle central, 2) la perte d’expertise étatique et 3) une délégation croissante de la surveillance et du suivi de l’application des politiques à des acteurs non étatiques. Par effet de retour, l’État cède sa centralité dans la conduite de l’action publique et génère sa propre impuissance à jouer un rôle structurant dans le devenir de ces secteurs qu’il régule pourtant en apparence. |
