| Summary, etc. | Les territoires ultramarins présentent des spécificités climatiques et géographiques que les normes et règlements du bâtiment, pensés à partir de la métropole, ne prennent pas assez en compte ce que mettait en évidence dès juin 2017 un rapport sénatorial. Il plaidait pour développer et diffuser l’expertise sur les modes de construction adaptés aux outre-mer, faciliter la certification et l’approvisionnement en matériaux, décentraliser la production de normes pour les ultramarins, faciliter l’innovation en réformant les procédures nationales de validation, et devoir les règlements pénalisant la création, par ailleurs nécessaire, de logements. Des progrès sont en cours, qui nécessitent cependant d’être amplifiés et intégrés dans de futurs plans logement en outremer. |

| Summary, etc. | Overseas territories have specific climatic and geographical features that building standards and regulations, thought out from metropolitan France, don’t take sufficiently into account, which a Senate report highlighted back in June 2017. It called for the development and dissemination of expertise on construction methods adapted to the overseas territories, facilitating certification and the supply of materials, decentralizing the production of standards for the overseas territories, facilitating innovation by reforming national validation procedures, and owing regulations penalizing the otherwise necessary creation of housing. Progress is being made, but needs to be amplified and integrated into future overseas housing plans. |
