Son influence, difficilement mesurable, peut s’exercer directement ou au travers de relais : médias ou citoyens actifs. Sur le web, l’enjeu ne réside pas seulement dans la publication d’une information, mais dans la circulation de cette dernière. Élément clé de la Netwar (guerre en réseau), la lutte d’influence sur Internet en reproduit la principale caractéristique : l’avantage compétitif dont bénéficient sur ce terrain les organisations réticulaires. Propre à faciliter les visées subversives, le Web est donc un enjeu crucial pour les armées conventionnelles. Une étude des conflits Israël - Hezbollah (juillet 2006) et irakien permet d’approfondir l’étude de ce mode d’influence.

Summary, etc. PSYOPS and Internet: from Iraq to South LebanonInternet, a newcomer to the field of psychological action, is very skilfully exploited by guerrillas and terrorist groups; it is therefore also of particular interest to conventional armies. Its influence, which can be exerted directly or indirectly through the media or active citizens, is difficult to measure. The importance of the Web lies not only in the publication of information but also in its circulation. As a key element of Netwar, the struggle for influence on the Internet reproduces its main characteristic: the competitive advantage that networked organizations have in this field. In so far as it is an ideal tool for facilitating subversive goals, the Web is therefore of crucial importance to conventional armies. The author analyses this mode of influence in depth, through a study of the Israeli-Hezbollah conflict (July 2006) and the war in Iraq.
