| Summary, etc. | La coopération transfrontalière franco-germano-suisse de l’espace rhénan peut être désignée comme un exemple phare d’une Nebenaussenpolitik (politique étrangère collatérale) pratiquée par des acteurs locaux et régionaux. En retraçant son histoire de 1963 à 2000 cet article montre qu’il s’agit d’abord d’une politique menée en parallèle à l’tat fédéral avant d’évoluer vers une politique d’appui à la politique européenne allemande. Jusqu’à la fin des années 1980 elle poursuit ainsi des intérêts locaux plutôt que ceux de la « grande politique étrangère ». Mais après l’introduction du programme Interreg par la Commission européenne en 1990, les intérêts des Länder et du Bund convergent pour utiliser la coopération transfrontalière afin de faire de la région du Rhin supérieur un modèle d’intégration européenne. |

| Summary, etc. | Franco-German Swiss cross-border cooperation in the Rhine Valley can be designated as a flagship example of Nebenaussenpolitik (secondary foreign policy) led by local and regional actors. By retracing its history from 1963 to 2000, this article shows that it consisted first of all of a policy conducted in parallel to the Federal State before it evolved towards a policy of support to the German European Policy. Until the end of the 1980s, it thus pursued local interests rather than those of the “large” Foreign Policy. But after the introduction of the Interreg program by the European Commission in 1990, the interests of the Länder and the Bund converged in order to use cross-border cooperation as a tool in order to make the Upper Rhine Region a model of European Integration. |
