| Summary, etc. | Alors que la plupart des travaux sur la politique étrangère des États d’Amérique du Sud se concentrent sur le poids du système international et des dirigeants, cet article traite de l’importance des acteurs parlementaires. À travers une étude de cas sur le Chili, il retrace le processus d’appropriation du pouvoir de contrôle sur l’envoi des troupes dans des opérations extérieures par le Sénat chilien dans un contexte difficile, longtemps marqué par la préservation d’un domaine réservé de l’institution militaire et de l’exécutif sur les questions de défense. Après la dictature de Pinochet, la nécessité d’obtenir une autorisation du pouvoir législatif a fluctué en fonction de l’interprétation de la constitution et d’une loi sur l’emploi des forces armées votée en 1991. En revanche, l’engagement dans les opérations de l’ONU en Haïti à partir de 2004 a conduit à une mobilisation du Sénat aboutissant à un rééquilibrage des pouvoirs entre l’exécutif et le législatif. |

| Summary, etc. | While most studies on the foreign policy of South American states focus on the weight of the international system and leaders, this article discusses the importance of the parliament through the case study of Chile. Our objective is to trace the process of the appropriation of the power to control the sending of troops in external operations by the Chilean Senate in a difficult context, long marked by the preservation of a domain reserved for the military institution and the executive on defense matters. After the Pinochet dictatorship, the need to obtain authorization from the legislative power fluctuated according to the interpretation of the constitution and of the law on the employment of the armed forces voted in 1991. On the other hand, the engagement in UN operations in Haiti from 2004 resulted in a mobilization of the Senate which led to a rebalancing of powers between executive and legislative powers. |
