Summary, etc. | Basé sur plusieurs mois de terrain dans les zones arabes sunnites irakiennes entre 2009 et 2021, cet article revient sur le phénomène des milices tribales, les sahwa, aujourd’hui présentées comme un modèle positif de contre insurrection alors que le caractère artificiel de sa construction et la concentration du pouvoir entre les mains d’entrepreneurs de violences, autoproclamés chefs tribaux, a débouché sur une déstructuration de toute alternative politique et sociale dans les régions arabes sunnites. Il interroge la manière dont l’occupation américaine en Irak tente de contrôler la population arabe sunnite en construisant un mode de gouvernance transnational basé sur des dispositifs miliciens en charge du territoire. |

Summary, etc. | Based on several months of fieldwork in Iraqi Sunni Arab areas between 2009 and 2021, this article investigates the phenomenon of tribal militias, the sahwa. Currently presented as a positive model of counterinsurgency, the sahwa model represents an artificial construction and concentration of power in the hands of entrepreneurs of violence that are self-proclaimed tribal leaders, thereby destroying any political and social alternative in Sunni Arab regions. The article questions the way in which the American occupation in Iraq attempts to control the Sunni Arab population by constructing a transnational mode of governance based on militia apparatuses in charge of the territory. |
