Summary, etc. | La France crée en 1963 le Centre d’expérimentation du Pacifique (CEP), où elle réalise 193 essais en 30 ans : 46 explosions atmosphériques de 1966 à 1974, puis 147 tirs souterrains de 1975 à 1996. Le choix du site puis le gouvernement du risque reposent sur le secret, en contradiction avec la volonté d’association des populations locales au chantier puis à la conduite des essais. La mise au point solitaire d’une bombe qui renforce la vocation de la France à résister à l’impérialisme des principales puissances de la Guerre froide, n’empêche pas de conduire les essais selon une logique coloniale, qui renoue avec l’asymétrie de l’information. Le secret devient du mensonge par omission lorsqu’il s’agit d’occulter les risques et de ne pas publiciser les mesures de prévention. Les impondérables conduisent à décider dans l’urgence la dissimulation des retombées, dès le premier tir, ce qui enclenche un mécanisme durable. Des sources récemment déclassifiées documentent le débat sur l’opportunité d’une évacuation des habitants des Gambier, après le tir Aldébaran (2 juillet 1966) : l’évaluation par les décideurs des risques respectifs induits par les retombées ou une évacuation, montre que le mensonge se fonde sur une approche dissociée de la rationalité des acteurs (rationalité des experts, croyances irrationnelles des riverains et des exécutants). La pérennité de ces représentations peut être interrogée au vu de la communication actuelle des responsables du CEA, qui résistent toujours à l’injonction présidentielle de déclassifier leurs archives. |

Summary, etc. | In 1963, France created the Centre d’expérimentation du Pacifique (CEP), where it carried out 193 tests over 30 years: 46 atmospheric explosions from 1966 to 1974, then 147 underground firings from 1975 to 1996. The choice of site, and then the management of the risk, were based on secrecy, in contradiction with the desire to involve the local population in the construction work and then in the conduct of the tests. The solitary development of a bomb, which strengthened France’s vocation to resist the imperialism of the main Cold War powers, did not prevent the tests from being conducted according to a colonial logic, which once again led to asymmetry of information. Secrecy becomes a form of lying by omission when the risks are concealed and preventive measures are not publicised. Unpredictable events led to urgent decisions to conceal the fallout from the first firing, setting in motion a lasting mechanism. Recently declassified resources document the debate on the advisability of evacuating the inhabitants of the Gambiers after the Aldébaran blast (2 July 1966): the decision-makers’ assessment of the respective risks induced by the fallout or an evacuation shows that the lie is based on an approach that is dissociated from the rationality of the players (the rationality of the experts, the irrational beliefs of the local residents and those carrying out the work). The durability of these representations can be questioned in the light of the current communication from CEA managers, who are still resisting the presidential injunction to declassify their archives. |
