Summary, etc. Le régime milicien mis en place par les pays occidentaux entre 2001 et 2021 en Afghanistan donne à voir une forme radicale d’économie transnationale de la violence et ses effets socio-politiques. En Afghanistan, comme ailleurs, la formation de milices est généralement justifiée comme le palliatif d’un manque de contrôle étatique sur le territoire. Or, la genèse des milices en Afghanistan montre qu’elle est d’abord une modalité de l’intervention internationale, plus qu’une réaction à l’insécurité. Les militaires américains apposent en effet une anthropologie imaginaire qui fait de la société afghane un agrégat d’isolats locaux, apolitiques et rétifs à toute forme d’interférence étatique. Les dispositifs miliciens qu’ils mettent en place produisent une nouvelle économie transnationale de la violence et renforcent des acteurs supposément locaux aux dépens des institutions officielles.

Summary, etc. Western countries established a militia regime in Afghanistan between 2001 and 2021, thereby giving a radical form to the transnational economy of violence and its socio-political effects. In Afghanistan as elsewhere, the formation of militias was generally justified as a palliative for a state that was failing to control its territory. However, the milicianization of the Afghan state is not the consequence of weakness or of its lack of historical anchorage, but rather a result of international intervention. The U.S. army applied an imaginary anthropology according to which Afghan society would consist of an aggregate of local isolates, apolitical and resistant to any form of state interference. The militia arrangements they put in place produced a transnational economy of violence and strengthened supposedly local actors at the expense of official institutions.
