| Summary, etc. | Résumé La loi du 9 août 2010 instaure la compétence dite « quasi universelle » qui permet de poursuivre pour crime contre l'humanité, à la seule initiative des parquets, les personnes qui ont leur résidence habituelle dans le pays concerné. L'objectif de cette loi adoptée au nom de la paix des relations internationales, ici critiquée par l'auteur, est de limiter les poursuites contre les chefs d'États à l'initiative des ONG (organisations non gouvernementales) lors de leur voyage à l'étranger comme ce fut le cas de Augusto Pinochet. |

| Summary, etc. | The law enacted on August 9th, 2010 establishes a so-called « quasi-universal » jurisdiction, which makes it possible to initiate legal proceedings for crimes against humanity, to the sole initiative of the public prosecution services, against people who have their usual residence in the country concerned. The aim of this law adopted in the name of the peace in international relations, and hereby criticized by the author, is to limit proceedings initiated against heads of states by NGOs (non-governmental organizations) when they travel abroad, as was the case for Augusto Pinochet. |
