Summary, etc. | À partir d’un dépouillement ciblé des archives du CNP et d’une série d’entretiens avec quelques-uns de ses principaux acteurs, cet article se propose d’étudier en profondeur l’influence des stratégies d’acteurs, des relations inter-personnelles et des rivalités institutionnelles qui ont participé du façonnement de l’action du CNP derrière la vitrine institutionnelle. Le CNP est une institution créée ex nihilo et n’hérite par conséquent d’aucune tradition ou pratique d’un organe antérieur, d’où une importance encore accrue de l’influence personnelle des acteurs qui s’y croisent : c’est toute une pratique, un réseau et un modus vivendi avec le reste des organes ministériels qu’il faut inventer. Cette étude est également l’occasion de préciser le fonctionnement de cette machine administrative complexe. |

Summary, etc. | This paper, focusing on specific parts of the CNP’s archives and on interviews with some of its main actors, studies in depth the influence of individual strategies, interpersonal relationships, and institutional rivalries, on the fashioning of the CNP’s action, behind the window-dressing. The CNP, as an institution created ex nihilo, inherited neither the practices nor the traditions of a former institution, giving individuals within it even more influence: a whole mode of functioning and networking with the other educational institutions had to be invented. This study therefore also highlights elements of the way this complex administration functions. |
