Summary, etc. | Several interpretations of the Lebanese crisis are discussed. The thesis highlighting the political nature of Lebanese capitalism is favoured, thanks to Max Weber’s problematic, even if the ruling elite has radicalised the Wealth Defense characteristic of contemporary capitalist states. Founded on the export of skilled labour and the import of capital, the internal economic structure - totally neglected by a neo-patrimonial state - is constantly weakening, leading to an increase in public debt and recourse to extreme privatisation. In this way, the top of society is able to feed off the global dysfunction. The policy of pegging the national currency to the dollar could only be a theatre of illusion, especially as several factors contributed to the appreciation of the real exchange rate. The blindness of many experts is staggering, particularly their ideological apology for the fixed exchange rate. The governor of the central bank, who was the target of investigations into unprecedented corruption, benefited from the indulgence of these experts. There was no ‘‘Lebanese miracle’’ but a simple exploitation of the ‘‘routine credulity’’ of financial interests (Veblen). |

Summary, etc. | Plusieurs interprétations de la crise libanaise sont discutées. La thèse mettant en avant le caractère politique du capitalisme libanais est privilégiée, grâce à la problématique de Max Weber, même si l’élite dirigeante a radicalisé la Wealth Defense propre aux États capitalistes contemporains. Fondée sur l’exportation du travail qualifié et l’importation de capitaux, la structure économique interne - totalement négligée par un État néo-patrimonial – ne cesse de s’affaiblir, ce qui engendre une croissance de la dette publique et le recours à des privatisations d’une ampleur extrême. Le sommet de la société parvient ainsi à se nourrir du dysfonctionnement global. La politique d’ancrage de la monnaie nationale au dollar ne pouvait alors qu’être un théâtre de l’illusion, d’autant que plusieurs facteurs concouraient à l’appréciation du taux de change réel (dont le « syndrome hollandais »). La cécité de nombre d’expert est stupéfiante, notamment leur apologie idéologique du taux de change fixe. Le gouverneur de la banque centrale, visé par des enquêtes portant sur une corruption inouïe, a bénéficié de l’indulgence de ces experts. Il n’y avait pas de « miracle libanais » mais une simple exploitation de la « crédulité routinière » des intérêts financiers (Veblen). |
