Summary, etc. | The COVID-19 pandemic has shown how difficult it is for organizations to adapt to radical environmental changes that they cannot predict and for which they are unprepared. Compliance with formal rules and procedures (bureaucratic governance) is challenged by the need for more flexible and decentralized decision-making (network governance). This gives rise to two main tensions faced by public decision-makers in the context of a prolonged crisis: can local organizations share key resources when the logical approach would be to prioritize their own interests, and to what extent can they negotiate their autonomy with State services in order to meet their need for flexibility? This article aims to study how interorganizational collaboration can respond to these tensions by exploring the management of the first wave of the COVID-19 pandemic by French local authorities. By adopting an inductive method based on interviews with different local government decision-makers, our results show three levers of interorganizational collaboration that were mobilized by these actors: activation of latent networks, alignment on shared higher-level objectives, and the ability to remain flexible with respect to institutional frameworks. These results pave the way for a discussion on the potential development of modes of governance between State and local organizations that support the ability of public sector decision-makers to adapt to adverse situations. |

Summary, etc. | La gestion de la crise COVID-19 a montré la difficile adaptation des organisations aux changements radicaux émanant de leur environnement face auxquels elles se retrouvent démunies faute de capacité d’anticipation et de préparation. En effet, le respect des procédures et des règles formelles (gouvernance bureaucratique) se trouve confronté à la nécessité de prendre des décisions souples et décentralisées (gouvernance en réseau). Ceci fait émerger deux tensions principales auxquelles les décideurs publics font face en contexte de crise prolongée : les organisations locales peuvent-elles partager des ressources clés lorsque la logique inciterait à favoriser leurs intérêts personnels ? Et dans quelle mesure peuvent-elles négocier avec les services déconcentrés de l’État leur degré d’autonomie pour répondre à leur besoin de flexibilité ? Cet article propose d’étudier comment la collaboration interorganisationnelle vient répondre à ces tensions lors de la gestion de la première vague de la COVID-19 par les collectivités locales françaises. À l’aide d’une approche inductive exploratoire réalisée à partir d’entretiens auprès de décideurs de collectivités locales, les résultats dévoilent trois leviers de collaboration mobilisés par ces acteurs, que sont l’activation de réseaux latents, l’alignement sur des objectifs supérieurs communs et la capacité à rester flexible vis-à-vis des cadres institutionnels. Ces leviers ouvrent une discussion sur la possible évolution des modes de gouvernance entre organisations étatiques et locales afin d’accompagner les décideurs publics dans leur capacité d’adaptation en situation adverse. |
