| Summary, etc. | RésuméCet article analyse la mutation intervenue, en 2006, dans la politique européenne d’égalité des sexes, près de dix ans après l’adoption, en 1997, de l’article 13 du traité d’Amsterdam interdisant toute discrimination fondée sur le sexe, la race ou l’origine ethnique, la religion ou les croyances, l’existence d’un handicap, l’âge ou l’orientation sexuelle. L’inclusion du sexe dans l’article 13 l’a dilué dans l’ensemble des autres ‘catégories’ plus qu’il n’a permis d’en étendre le champ d’application au-delà du marché du travail. Cette étude s’appuie sur la comparaison des textes officiels de l’Union européenne ( ue), notamment des trois derniers Programmes d’action communautaire ( pac) mis en place depuis 1996 et des trois derniers règlements du Fonds social européen ( fse) mis en place depuis 19942. |

From the equality of “the sexes” to equality “for all”This article analyses the evolution in 2006 in European gender equality policy, almost ten years after the 1997 adoption of Article 13 of the Treaty of Amsterdam forbidding all discrimination on grounds of sex, race or ethnic origin, religion or belief, disability, age or sexual orientation. The inclusion of sex in Article 13 did more to dilute it in all the other “categories” than it did to make it possible to extend its scope beyond the workplace. This study is based on a comparison of the official texts of the European Union ( eu), notably the last 3 Community Action Programmes ( cap) adopted since 1996 and the last three regulations of the European Social Fund since 1994. |

| Summary, etc. | ResumenEste artículo analiza la transformación ocurrida, en 2006, en la política europea de la igualdad de sexos, casi diez años después de su adopción, en 1997, del artículo 13 del tratado de Amsterdam impidiendo toda discriminación fundada sobre el sexo, la raza o el origen étnico, la religión o las creencias, la existencia de una discapacidad, la edad o la orientación sexual. La inclusión del sexo en el articulo 13 lo diluye dentro del conjunto de las otras “categorías” más que permitió expandirlo al campo de aplicación mas allá del mercado de trabajo. Este estudio se apoya sobre la comparación de los textos oficiales de la Unión europea ( ue) particularmente de los tres últimos programas de acción comunitaria ( pac) iniciados en 1996 y de los tres últimos reglamentos del Fondo social europeo ( fse) funcionando desde 1994. |
