Summary, etc. | For over thirty years, the European Union (EU) has been increasingly involved in crisis management in areas confronted with various forms of political violence (civil war, terrorism, piracy, organized crime). While European agents deployed on the grounds of operation mobilise considerable resources to “portray” the EU in action, this dimension has not received much attention in the field of European studies. Based on an ethnographic study of a mission sent under the Common Security and Defense Policy (CSDP), this article seeks to describe the daily practices of representation of European agents and question their logic of action. Building on a constructivist perspective, we argue that conscious efforts are made locally to work as much as possible on the CSDP’s image and to produce a political narrative around the intervention. These efforts of legitimation play a central role in the daily life of European agents in a context - such as that of Niger in the 2010s - where the EU’s agenda enjoys little support beyond a small section of the governing elite. |

Summary, etc. | Depuis plus de trente ans, l’Union européenne (UE) s’investit de façon croissante dans la gestion des crises dans des espaces confrontés à diverses formes de violence politique (guerre civile, terrorisme, piraterie, crime organisé). Alors que les agents européens projetés sur les théâtres d’opération mobilisent des ressources considérables pour « mettre en scène » l’action de l’UE, cette dimension n’a pas fait l’objet d’une attention très marquée dans le champ des études européennes. En nous appuyant sur l’étude ethnographique de l’une des missions déployées dans le cadre de la Politique de sécurité et de défense commune (PSDC), nous cherchons à décrire les pratiques de représentation des agents européens et à scruter leurs logiques d’action. Dans une perspective constructiviste, nous montrons que des efforts conscients et routinisés sont fournis localement pour travailler autant que possible l’image de la PSDC et produire un récit politique autour de l’intervention. Ce travail de légitimation occupe une place centrale dans les activités quotidiennes des agents européens dans un contexte - comme celui du Niger des années 2010 - où l’action de l’UE n’emporte qu’une faible adhésion au-delà d’une portion restreinte de l’élite au pouvoir. |
