| Summary, etc. | Jusqu’en 1992, l’institution européenne la plus ‘intergouvernementale’ était bien connue pour son caractère secret. On affirme fréquemment qu’au cours des vingt-cinq dernières années, le Conseil est devenu beaucoup plus transparent du fait de pressions externes. Cependant, cette façon de caractériser le Conseil comme une institution hostile à la transparence et qui aurait été submergée par les tenants de la transparence est trop simple. Cet article reprend la contribution de Meijer (2013) pour définir la politique de transparence du Conseil selon trois niveaux: stratégique, cognitif et institutionnel. Grâce à cette approche, il est possible de mieux comprendre comment par des méthodes complexes, fragmentées et imbriquées, le Conseil a parfois encouragé mais aussi parfois limité les tentatives de développer la transparence. |

| Summary, etc. | Before 1992, the EU’s most ‘intergovernmental’ institution was known for its pervasive diplomatic secrecy. Twenty-five years on, continuous external pressure is said to have made the Council considerably more transparent. This characterisation of a transparency-hostile Council overrun by external ‘transparency forces’ may however be too schematic. Following Meijer (2013), this article analyses the Council transparency policy as a reflexive arena consisting of different levels : strategic, cognitive, and institutional. Viewing transparency policy developments in this manner allows for a deeper understanding of the complex, fragmented and interlocking patterns by which the Council sometimes enabled, sometimes constrained attempts to advance transparency. |
