| Summary, etc. | Focusing on the deployment of dematerialization at Pôle emploi (the French national employment agency), this article examines the ways in which a reform stemming from new public management is diverted from its initial objective, to ‘put the unemployed to work’ in a context of strengthening of activation policies. The ethnographic study, carried out in two distinct areas – one urban, the other rural – involved job counsellors and unemployed individuals. From both sides of the counter, the aim was to analyse the negotiation processes in the division of tasks between these actors, insofar as dematerialization generates a new division of labour between those providing support and those seeking it. We show that job counsellors either ‘make’ the unemployed, or ‘make them do’, or ‘let them do’, according to their social value and workload, so that the unemployed adhere to the norms of activation policies designed to make them active. They however demonstrate their autonomy in the face of this injunction to work. |

| Summary, etc. | En se focalisant sur l’étude du déploiement de la dématérialisation à Pôle emploi, cet article vise à rendre compte de la manière dont une réforme issue du new public management est détournée de son objectif initial pour « mettre au travail » les chômeurs dans un contexte de renforcement des politiques d’activation. L’enquête ethnographique réalisée sur deux territoires distincts, l’un urbain, l’autre rural, a été menée auprès des conseillères à l’emploi et des chômeurs. En se plaçant des deux côtés du guichet, il s’agit d’analyser les processus de négociations à l’œuvre dans la répartition des tâches entre ces acteurs dans la mesure où la dématérialisation engendre une nouvelle division du travail entre les accompagnantes et les accompagnés. On montre alors d’une part que les conseillères à l’emploi « font » « font faire » ou « laissent faire » les chômeurs selon leur valeur sociale et leur charge de travail afin que les chômeurs adhèrent aux normes des politiques d’activation cherchant à les rendre actifs. Néanmoins, ces derniers font preuve d’autonomie face à cette injonction à leur mise en activité. |
