| Summary, etc. | As part of what the French government presented as its ‘digital inclusion strategy’, it recently set up a scheme to fund 4,000 digital advisor positions, to meet the digital support needs of the French population. The scheme was intended to encourage local players (local authorities and non-profits), to address the issue of digital inclusion. Based on the results of two waves of research consisting of questionnaire surveys (at national level) and interviews (in five territories), this article describes the conditions of the deployment of the scheme and analyses the effects of this incentive lever. We show that the scheme reached actors with widely diverse levels of preparation, responding to very different local needs, but without any real coordination at territorial level. Although it generated major inequalities between regions, without clarifying the target audience, it did enable the French government to initiate the territorialization of its digital inclusion policy. |

| Summary, etc. | Dans le cadre de ce qui est présenté comme sa « stratégie d’inclusion numérique » l’État a récemment mis en place un dispositif permettant de financer 4000 postes de conseillers numériques, devant répondre aux besoins d’accompagnement numérique des Français. Reposant sur la mobilisation d’acteurs locaux (collectivités et associations), ce dispositif devait inciter des acteurs de proximité à s’emparer de la question de l’inclusion numérique. À partir des résultats d’une recherche par questionnaires (niveau national) et entretiens (sur 5 territoires) menée en 2 vagues, nous présentons les conditions de ce déploiement et analysons les effets de ce levier incitatif : il en ressort que ce dispositif a atteint des acteurs très diversement préparés, répondant à des besoins locaux très différenciés, sans réelle coordination au niveau territorial. Générant de fortes inégalités entre territoires, sans clarifier le public visé par le dispositif, il a en revanche permis à l’État d’engager la territorialisation de sa politique d’inclusion numérique. |
