En rassemblant les lois de finance (Appropriation Bills) au sein d’un seul texte, le pari est de rendre le coût politique de l’obstruction insupportable. A partir d’une étude du 108ème Congrès, (2002-04), l’auteur met en relief les enjeux politiques de cette innovation procédurale tout en montrant ses conséquences de long terme. |

Facing a surge of obstructionism over the past decades, Majority Leaders have increasingly bundled together Appropriation bills in one single legislative package so that the political costs of obstruction would be prohibitive. Using the 108th Congress (2002-2004) as a case-study, the author highlights the political stakes of this move as well as its long-term consequences. |
