| Summary, etc. | Alors que le Conseil a longtemps été considéré comme un simple organe inter-étatique au sein du système politique européen, sa présidence a fait l’objet d’une opposition assez vaine entre l’école de la responsabilité sans pouvoir et celle de l’opportunité de maximisation des intérêts nationaux. Dans le cadre de la thèse de la communautarisation de la présidence, cet article introductif entend considérer cette fonction comme une institution en tant que telle, même si celle-ci n’en a pas le statut d’un point de vue formel. Elle forme un véritable système de gouvernement permettant de s’interroger sur l’incarnation, la rotation, la délégation et le temps du pouvoir. Cet article présente, enfin, les articles qui composent ce numéro thématique développant une nouvelle sociologie historique et politique du travail présidentiel, replacée dans l’espace des relations interinstitutionnelles et des concurrences entre institutions européennes et plus seulement entre Bruxelles et les capitales. |

| Summary, etc. | The Council Presidency : sociology of an European Union institution While the Council has long been considered as a simple interstate body within the European political system, its Presidency has been studied either in terms of « responsibility without power » or as an opportunity for pursuing national interests, an opposition that has proven rather ineffective. Under the thesis of the Europeanization of the Presidency, this introductory paper analyses the function as an institution as such, even though formally it does not have that status. Progressively institutionalised since its modest inception in 1952, it has since the 1980s acted as a system of government in its own right, which raises questions about the incarnation, rotation, delegation and temporality of power. Lastly, this introduction presents the papers that make up this thematic issue, which develop a new historical and political sociology of the Presidential office, placed in the space of the inter-institutional relations and competitions between European institutions, and no longer only between Brussels and the capitals. |
