| Summary, etc. | Analysis of public problems often focuses on those groups of actors who are more or less organised and who dominate the dynamics of problematising and politicising the issues in question. Following on from numerous works in the social sciences that use photography as a technique for qualitative research alongside methods like interviews and observation, the approach to photographic ethnography that we present here puts forward a complementary vision, paying attention to people’s experience of public problems, and how this affects populations in the margins who occur less frequently in the literature. This article is based on research in two working-class suburbs, in Bamako (Mali) and Dakar (Senegal). We draw on work with residents, professionals, elected representatives, and local activists on problems related to managing household waste, a topic which has become an official ‘public problem’. I have thus decided to draw on this research when producing and interpreting the photographs on this theme. The material we collected highlights in particular the interpretations and various strategies of the people we met regarding the problematic situation of household waste and the influence of seasons or socio-territorial configurations in how they perceive these problems. The material also confirms the heuristic importance of the photographic process that I chose, on condition that one takes certain precautions. |

| Summary, etc. | L’analyse des problèmes publics se concentre souvent sur les groupes d’acteurs plus ou moins organisés qui dominent les dynamiques de problématisation et de mise en politique d’enjeux donnés. A la suite de nombreux travaux en sciences sociales utilisant la photographie comme technique d’enquête qualitative combinée aux méthodes d’entretien et d’observation, l’approche de l’ethnographie photographique développée ici propose un regard complémentaire, attentif aux expériences des problèmes publics, vécues dans l’ombre par des populations moins mises en avant dans la littérature. Elle est basée sur des enquêtes, dans deux banlieues populaires, à Bamako (Mali) et à Dakar (Sénégal), menées auprès d’habitants, de professionnels, d’élus et de militants locaux sur les problèmes relatifs à la gestion des déchets ménagers, devenue un « problème public » officiel. J’ai donc pris l’option d’impliquer les enquêtés dans la production et dans l’interprétation des photos prises sur ce thème. Le matériau recueilli met en lumière notamment les interprétations et les stratégies différenciées des personnes rencontrées à l’égard de la situation problématique des déchets ménagers, et l’influence des saisons ou des configurations socio-territoriales dans leurs perceptions des problèmes. Il confirme ainsi la portée heuristique de la démarche photographique choisie, à condition de prendre certaines précautions. |
