| Summary, etc. | Cet article aborde la question de savoir si les médiations numériques peuvent « fondre » et « confondre » l’Économie collaborative et l’Économie Sociale et Solidaire au cœur d’un nouveau paradigme efficient pour le territoire en prenant en considération une forme particulière de collaboration, les Partenariats public-privé (PPP). Compte tenu de l’ambiguïté de la notion de PPP, l’intérêt de notre recherche porte sur la compréhension du fonctionnement de ces partenariats et l’enrichissement de la littérature disponible sur le sujet, en identifiant, d’une part, les obstacles inhérents à leur formation et, d’autre part, les facteurs clés de leur réussite.Notre démarche adopte un angle axé sur l’environnement et le bien-être dans les territoires, tout en identifiant l’effet du numérique sur cette combinaison inter-secteur. Le sujet étant peu abordé, une étude exploratoire s’est imposée à nous, à travers une analyse qualitative basée sur cinq entretiens semi-directifs avec des porteurs de projets issus des deux secteurs, public et privé, et sur une observation participante réalisée au sein d’une entreprise multinationale décrivant des projets innovants dans le cadre de partenariats avec la partie publique. Pour cela des propositions théoriques relatives à ce sujet ont été formulées. Les résultats de notre recherche montrent que les PPP peuvent s’intégrer au sein d’une économie collaborative dans le but d’assouvir un besoin social et environnemental. Cependant, ces projets ne peuvent voir le jour sans l’intervention d’un médiateur numérique pour faciliter les échanges entre les partenaires. De plus, il a été démontré que l’économie de partage et l’économie sociale et solidaire peuvent s’harmoniser grâce à l’avènement du digital.Ces résultats, quant à ce mode de développement, sont plus probants compte tenu du terrain de recherche, à savoir la Tunisie, un État en phase de renouvellement. |

| Summary, etc. | Impact of digital mediations on the development of collaborative, social and supportive economy in the case of public-private partnershipsThis paper addresses the question of whether digital mediations can “melt” and “confuse” the Collaborative Economy and the Social and Solidarity Economy at the heart of a new paradigm that is efficient for the territory by taking into account a particular form, of collaboration : public-private partnership. Given the ambiguity of the notion of PPP, the interest of our research focuses on the understanding of the functioning of “PPP” and the enrichment of the available literature on the subject, identifying on the one hand, the inherent obstacles their training, and on the other hand, the key factors of success ensuring their success.This is done by focusing on the environment and territorial well-being and identifying the effect of the digital on this inter-sectoral combination. The subject being little discussed, an exploratory study was imposed on us, through a qualitative analysis based on five semi-structured interviews with project promoters from the two public and private sectors and on a participant observation, realized, in the headquarters of a multinational company describing innovative projects in partnership with the public side. For this purpose theoretical propositions relating to this subject have been formulated. The results of our research show that PPPs can be integrated into a collaborative economy in order to satisfy a social and environmental needs. However, these projects can not be realized without the intervention of a digital mediator to facilitate exchanges between the partners. Moreover, it has been shown that the sharing economy and the social and solidarity economy can be harmonized thanks to the advent of digital technology.These results, as to this mode of development, are more convincing given the research field, namely Tunisia, a state in the renewal phase. |
