| Summary, etc. | RésuméParler de dossier numérique au ministère de la Justice peut sembler encore prématuré, dans la mesure où bien que l’informatisation des procédures soit largement avancée au sein de cette institution, la notion de dossier, qui reflète l’état d’avancement des affaires au sein d’une juridiction, est encore intimement liée à l’univers du papier, pour lequel l’attachement est encore bien réel. Et pourtant, de nombreux projets dont certains ont été mis en place, avec plus ou moins de bonheur, témoignent du désir de profiter des nouvelles technologies de l’information. Cet article témoignera des difficultés multiples qui sont apparues, en raison d’écueils tant organisationnels que techniques. Finalement, derrière ces difficultés, on se rend compte que la notion même de dossier (et de son articulation avec le document) n’a pas été véritablement pensée tandis qu’est généralement absente une réflexion sur l’intégration des projets dans les systèmes d’information existants ainsi que sur les procédures et les circuits de l’information qui conditionnent la constitution du dossier. Plus généralement, le manque de savoir-faire en matière de structuration de l’information (basée sur des plans de classement et des indexations cohérentes) constitue un facteur d’échec important. |

| Summary, etc. | Though the computerization of the processes at the Ministry of Justice has begun, it is not yet appropriate to speak of electronic files. The judicial file within a court is mainly linked to paper and users still appreciate paper files. Nevertheless, a lot of projects are developed in relation with information technologies. This article explains what kind of difficulties arose here and there, concerning the scope of the project, its purposes, under-evaluated risks, preservation over time, financial issues, technical matters and so on. Generally, it appears that the very concept of the file (what it is and what it means, its relation with others documents) has not been evaluated sufficiently ; then, the impact of the "file thinking" on the electronic data management system and on the procedures themselves has not been properly considered. More generally, the lack of know-how in managing structured information, classification or indexing, is involved when the project fail. |
