| Summary, etc. | Outre les réticences traditionnelles qui freinent le développement d’une véritable police de proximité, réticences qui s’expliquent à la fois par des causes structurelles et par la culture professionnelle des policiers, on observe que le développement d’une véritable logique de service public dans le champ de la sécurité se heurte à l’émergence d’un autre obstacle: la montée en puissance d’une culture de « judiciarisation» des problèmes au sein du corps des gardiens de la Paix. Les changements organisationnels et légaux intervenus ces dernières années encouragent ce mouvement qui augure mal de l’avenir de cette politique de rapprochement du policier et du citoyen. |

| Summary, etc. | In trying to create a new policing style, based on a philosophy of a public service devoted to the citizen and not to the State, the French national police is facing many obstacles. Some of them are traditional ones, like the professional culture of the policemen themselves and the organisation of the services. But a new phenomenon is growing: instead of dealing directly with the problems encountered, the new type of French policeman tends to act as an auxiliary of the criminal justice system: he turns the cases over to the courts instead of handling them himself. This seems to be a new way of avoiding more direct relationships with the citizens. |

| Summary, etc. | En Francia, el desarrollo de una verdadera policía de proximidad se encuentra obstaculizado por una serie de factores. En efecto, además de las reticencias tradicionales que se explican por causas estructurales y por la cultura profesional de los policías, puede observarse que el desarrollo de una verdadera lógica de servicio público en el campo de la seguridad se enfrenta a un nuevo obstáculo: la tendencia de los policías a actuar como auxiliares del sistema de justicia penal en lugar de tratar directamente los problemas encontrados. Esta tendencia se ha intensificado hasta el punto que ya puede hablarse de una cultura de « judicialización» de los problemas en el seno de la policía nacional francesa. Las modificaciones organizativas y legales que tuvieron lugar durante los últimos años tienden a fomentar esa cultura que constituye un mal presagio para la política de acercamiento entre el policía y el ciudadano. |

Die organisatorischen Veränderungen und rechtlichen Interventionen der letzten Jahre verstärken diese Entwicklung und versprechen nichts Gutes für die Zukunft dieser Politik der Annäherung zwischen Polizei und Bürger |
