| Summary, etc. | Cet article présente un outil méthodologique capable d’évaluer les effets directs probables sur l’emploi et le budget public, d’une politique de baisse du coût salarial ciblée sur une catégorie de main-d’œuvre plus vulnérable (faible taux d’emploi, taux de chômage élevé). La modélisation économique prend une place importante dans cette évaluation. L’illustration considère une ventilation des travailleurs selon deux niveaux de diplôme et exploite les statistiques wallonnes relatives à l’année 2014. Les simulations montrent ainsi que, pour une même enveloppe budgétaire, un ciblage de la politique sur le groupe possédant le niveau d’éducation le plus faible est synonyme à la fois d’efficacité accrue (davantage de création d’emplois en Wallonie) et d’efficience accrue (coût par emplois bénéficiaires moindre). Ces résultats s’expliquent notamment par le faible poids du coût salarial de ces travailleurs dans le coût total des facteurs de production. |

| Summary, etc. | This article presents a methodological tool that can assess the probable direct effects on employment and the public budget of a policy of lowering wage costs that targets a more vulnerable category of workers (low employment rate and high unemployment rate). Economic modelling plays an important role in this assessment. The illustration shows a breakdown of workers according to two levels of diploma and uses statistics for Wallonia in 2014. The simulations show that for the same budgetary allocation, focusing the policy on the group with the lowest level of education results in both increased effectiveness (more jobs created in Wallonia) and greater efficiency (less cost per beneficiary job). These results can be explained primarily by the low wage cost of these workers in the total cost of the production factors. |
