Summary, etc. Drug consumption rooms (DCRs) are harm reduction facilities where drug users can consume drugs under the supervision of health professionals, social service professionals and, in some cases, peer workers. Created in the 1980s, they aim to prevent overdoses and infections, while promoting access to care and various medico-psycho-social services. They also contribute to improving order and security in public spaces. There are over two hundred DCRs, mainly in Europe and North America. Four different models exist: fixed, care-network integrated, mobile, and peer-run. DCRs have demonstrated their effectiveness in preventing fatal overdoses, while lowering costs for public health systems and reducing public nuisance. Despite their success, France is still lagging behind, with only two DCRs in operation since 2016. This raises questions about the political commitment to harm reduction.

Summary, etc. Les Salles de Consommation à Moindre Risque (SCMR) sont des espaces de réduction des risques où les usagers de drogues peuvent consommer sous supervision de professionnels de santé, du secteur social ainsi que, dans certaines SCMR, de pairs-intervenants. Nées dans les années 1980, elles visent à prévenir les surdoses et les infections, tout en favorisant ­­l’accès aux soins et à divers services médico-psycho-sociaux. Elles contribuent également à ­­l’amélioration de la tranquillité et de la sécurité dans ­­l’espace public. Il existe plus de 200 SCMR, principalement en Europe et Amérique du Nord. On distingue quatre modèles : fixes, intégrées dans des réseaux de soins, mobiles et sites de prévention des surdoses gérés par des pairs. Les SCMR ont démontré leur efficacité dans la prévention des surdoses mortelles, tout en réduisant les coûts pour les systèmes de santé publique et en diminuant les nuisances publiques. Malgré leur succès, la France reste en retard avec seulement deux SCMR opérationnelles depuis 2016. Cette situation soulève des interrogations sur ­­l’engagement politique en matière de réduction des risques.
