Summary, etc. This article analyses Danish, Finnish, Norwegian and Swedish economic interest organisations’ opinions on Nordic economic co-operation, 1968-70 (also known as the NORDEK negotiations). The organisations selected are key organisations representing the manufacturing industry, agriculture and wage earners. This article argues that among Nordic economic interest organisations, there was stronger support for NORDEK than opposition to it, and that support was linked to strategies in the NORDEK project about modernising industries, strengthening the Nordic countries’ bargaining positions in international trade negotiations, and linking Nordic economic co-operation to the European Community. Opposition arose primarily about transferring resources from so-called traditional industries like agriculture to so-called modern industries such as manufacturing. In addition, since it is not common to analyse Nordic economic co-operation from the point of view of economic interest organisations, it has become generally assumed that efforts to increase Nordic economic co-operation, with for example a customs union, were destined to fail because they were not based on socio-economic interests in Nordic societies. This study shows, however, that in the NORDEK case, the positions of key Nordic economic interest organisations and governments on increasing economic co-operation and integration in the Nordic area in the late 1960s were similar. The reason for this was that economic co-operation and integration in Nordic countries was seen as a first step in preparing the Nordic economies for competition in western Europe.

Summary, etc. Cet article analyse les opinions des organisations professionnelles danoises, finlandaises, norvégiennes et suédoises sur la coopération économique nordique entre 1968 et 1970 (période rendue célèbre par les négociations du NORDEK). Les organisations choisies pour la démonstration sont celles qui semblent représenter le plus largement les industriels, les agriculteurs et les salariés. Il y avait parmi lesdites organisations davantage de soutien que d’opposition au NORDEK car, pensait-on majoritairement, ce projet visait à moderniser l’industrie, à renforcer les positions des pays nordiques en matière de négociations commerciales internationales et à établir des liaisons entre le marché nordique et la Communauté européenne. L’opposition reposait surtout sur la crainte de voir les ressources économiques transférées massivement des activités traditionnelles comme l’agriculture vers les activités modernes comme l’industrie. Comme il n’est pas courant d’étudier la coopération économique nordique du point de vue des organisations professionnelles, les observateurs en sont venus majoritairement à penser que les efforts pour la faire grandir, avec par exemple la création d’une union douanière, étaient destinés à échouer, dans la mesure où ils ne correspondaient pas aux intérêts socio-économiques des sociétés concernées. L’étude montre pourtant que, dans le cas du NORDEK, les organisations professionnelles-clés et les gouvernements avaient à la fin des années 1960 des avis convergents quant au progrès de la coopération et de l’intégration économique au sein du Norden. La raison principale en était que cette évolution était considérée comme le premier pas vers une préparation des économies nordiques à la compétition avec l’Europe occidentale.
