| Summary, etc. | Introduction: Digital technology’s potential to transform the health care system depends on organizational and governance changes—particularly at the territorial level—and requires a new approach to evaluation that goes beyond measuring the medical services delivered. Purpose of the study: This qualitative study is part of a project to support a territory receiving funding from Caisse des Dépôts to pilot innovative digital solutions with both health and economic goals. The study aims to develop a method for the territorial evaluation of digital health solutions, reconciling public health issues with local authority’s challenge from citizens on non-medical health issues—such as access to care and prevention—and its goal to respond with competitive technological offerings. Results: Buidling on recent academic research on innovation ecosystems and maturity measurements, we propose structuring the experimentation and evaluation processes to guide the innovation program collaboratively with evaluators skilled in conducting these maturity measurements. The evaluation method thus combines a measurement of the territory’s digital health maturity with that of innovative digital projects, enabling alignment with the strategic goals. Conclusions: The proposed evaluation approach fundamentally redefines how territories are empowered regarding access to care, autonomy, prevention, and exposure to health risks, while addressing important ethical considerations. |

| Summary, etc. | Introduction : La capacité du numérique à transformer le système de santé suppose des transformations organisationnelles et de gouvernance, notamment au niveau des territoires, et une approche évaluative nouvelle, qui dépasse la mesure du service médical rendu. But de l’étude : Cette étude qualitative relève de l’accompagnement d’un territoire disposant d’un financement de la Caisse des Dépôts pour expérimenter des solutions numériques innovantes avec une ambition à la fois sanitaire et économique. L’intervention a pour objectif de définir une méthode d’évaluation territoriale du numérique en santé permettant de réconcilier les enjeux de santé publique et ceux d’une collectivité territoriale interpellée par ses concitoyens sur des thématiques de santé non médicale, comme l’accès au soin ou la prévention, et désireuse d’y répondre par des offres technologiques compétitives. Résultats : À partir de travaux académiques récents sur les écosystèmes d’innovation et sur les mesures de maturité, une organisation du travail d’expérimentation et d’évaluation est proposée pour piloter le programme d’innovation en lien avec des acteurs de l’évaluation aptes à réaliser ces mesures de maturité. La méthode d’évaluation mobilise et rapproche donc une mesure de maturité du territoire en santé numérique et de maturité de projets numériques innovants contributeurs potentiels à l’atteinte d’ambitions du territoire. Conclusions : La démarche d’évaluation présentée renouvèle radicalement la vision du pouvoir d’agir des territoires dans l’accès aux soins, l’autonomie, la prévention, et l’exposition aux risques de santé, avec des enjeux éthiques. |
