Summary, etc. | In 1914, Norway, Sweden and Denmark were not part of the European system of alliances. They declared themselves neutral at the outbreak of war and succeeded in keeping out of the conflict. Despite a show of solidarity, however, diverging national interests made it impossible for them to cooperate effectively in defending neutrality. Sweden’s elites leant towards Germany, Norway’s geography and economic interests predisposed it towards the Entente Powers, whereas Denmark had to heed its powerful German neighbour. The economic disturbances caused by the belligerents’ blockades were, to a certain extent, managed by forceful state intervention. Yet the inequalities of hardship deepened social divisions, which profoundly affected the postwar political climate in all three countries. Their political systems emerged more democratic than they were when they entered the war. In foreign policy, however, public opinion failed to recognize the extent to which neutrality had been eroded during the war. In the run up to the Second World War, governments and voters clung to traditional neutrality more as an article of faith than as a realistic policy option. |

Summary, etc. | En 1914, la Norvège, la Suède et le Danemark n’appartenaient pas au système des alliances européennes. Les trois pays se déclarèrent neutres dès l’éclatement de la guerre et réussirent à rester en dehors des hostilités. Bien qu’ils aient voulu montrer leur solidarité, leurs intérêts nationaux divergents les empêchèrent de coopérer effectivement pour défendre cette neutralité. Les élites suédoises penchaient pour l’Allemagne, la géographie et les intérêts économiques de la Norvège la prédisposaient à aller vers l’Entente, alors que le Danemark devait prendre garde à son puissant voisin allemand. Les perturbations économiques causées par le blocus des belligérants furent gérées par une forte intervention de l’État. Mais les privations inégalement partagées creusèrent des inégalités sociales qui affectèrent profondément le climat politique de l’après-guerre dans les trois pays. Leurs systèmes politiques en sortirent plus démocratiques qu’ils ne l’étaient quand ils étaient entrés en guerre. En matière de politique étrangère pourtant, les opinions publiques ne surent pas reconnaître combien la neutralité avait été minée durant le conflit. Au cours de la marche menant à la Seconde Guerre mondiale, gouvernements et électeurs se cramponnèrent à la neutralité traditionnelle plus comme à un article de foi qu’à une option politique réaliste. |
