| Summary, etc. | In our previous issue, Alain Parant warned about the significant fall in French fertility over the last 15 years which, if it persists over the medium-to-long term, might potentially lead to national demographic decline. Yet France remains very much the envy of the developed nations in this regard, beginning with Japan, where the population is ageing and declining at an ever-faster rate. In this article, the sociologist Seiichi Kitayama confirms the concerns generated by Japan’s demographic situation. After a brief historical reminder of the current decline and its socio-economic consequences, he rehearses the reasons commonly advanced in Japan to explain the fall-off in fertility, beginning with the decline of marriage. He points out, however, that the commentators are generally on the wrong lines if they think that (financial) inducements to marry made to young Japanese people could provide an answer. The question, in his view, is primarily of a social—if not, indeed, ideological—order: it has to do with working conditions, gender equality, and the outdated way cohabitation and births outside wedlock etc. are treated. He revisits these various aspects, which are too often left out of account by Japan’s rulers in their debates on offsetting the country’s demographic decline, emphasizing that nothing is inevitable if the correct levers are pulled to promote a higher birthrate. |

| Summary, etc. | Dans notre précédent numéro, Alain Parant alertait sur la baisse notable de la fécondité française depuis 15 ans qui, si elle se confirme à moyen-long terme, pourrait entraîner un possible déclin démographique du pays1. Pourtant, la France reste très enviée en ce domaine parmi les pays développés, en particulier par le Japon qui voit sa population vieillir et se réduire de plus en plus rapidement. Le sociologue Seiichi Kitayama confirme, dans cet article, les inquiétudes suscitées par la situation démographique du Japon. Après un bref rappel historique du dépeuplement en cours et des conséquences qui en découlent sur le plan socio-économique, il présente les raisons communément avancées, au Japon, pour expliquer la baisse de la fécondité, à commencer par le recul du mariage. Mais, précise-t-il, les commentateurs se trompent en général de débat en pensant qu’inciter (financièrement) les jeunes Japonais au mariage pourrait répondre au problème : la question relève selon lui, avant tout, d’un problème sociétal, voire idéologique, en lien avec les conditions de travail, l’égalité hommes-femmes, la gestion archaïque des unions libres et des naissances hors mariage… Il revient sur ces différents aspects, trop souvent occultés par les gouvernants japonais dans leurs débats visant à lutter contre le déclin démographique du pays, soulignant que rien n’est inéluctable si l’on décide d’activer les bons leviers pour encourager la natalité.
