| Summary, etc. | À partir du cas mexicain, cet article interroge les luttes définitionnelles et professionnelles qui se jouent entre pouvoir judiciaire et ONG issues de la société civile autour de la mise en œuvre des dispositifs institutionnels anticorruption. Depuis la transition démocratique mexicaine, la société civile s’est livrée à un triple travail de dénonciation, de lobbying et d’insertion dans les institutions étatiques lors de croisades morales successives (fraudes électorales, devoir de transparence, etc.). Pourtant, malgré un contexte national et international favorable et une participation active au design du Système national anticorruption, les acteurs de la société civile ont été, en partie, marginalisés au profit du pouvoir judiciaire. Aujourd’hui, à travers les luttes morales derrière ces enjeux professionnels, ce sont bien des perceptions différenciées de ce que signifie « lutter contre la corruption » qui contribuent autant à instaurer une méfiance réciproque entre société civile et pouvoir judiciaire qu’elles contraignent le travail réalisé au sein des institutions. |

| Summary, etc. | Drawing on the case of Mexico, this article examines the definitional and professional struggles between judicial authorities and civil society NGOs regarding the implementation of anti-corruption policies. Since Mexico’s democratic transition, civil society has been engaged in a threefold process of denunciation, lobbying and insertion into state institutions, in successive moral crusades (electoral fraud, duty of transparency, etc.). However, despite a favorable national and international context and active participation in the design of the National Anti-Corruption System, civil society players have been partly marginalized in favor of judiciary actors. Nowadays, the moral struggles behind these professional issues reveal the different perceptions of what “fighting corruption” means. This contributes to mutual distrust between civil society and the judicial authorities, and restricts the work carried out within the institutions. |
