Cette stratégie a mobilisé une grande expertise juridique afin de créer un ordre juridique dérogatoire du droit commun qui se caractérise par une grande adaptabilité. En effet, des perturbations endogènes et exogènes ne sont pas parvenues à l’infléchir jusqu’à ce que le terrorisme contraigne un pouvoir exécutif démuni à organiser une sortie charismatique de crise structurée autour de la mise en scène et du renforcement de l’appareil de renseignement.
