It focuses on two mechanisms: the Inspection Panel of the World Bank and the new Project Accountability Mechanism of the European Bank for Reconstruction and Development (EBRD). While they provide a platform to voice concerns, their effectiveness is hampered by their lack of authority and ability to suspend projects. Therefore, the article proposes a holistic approach, including recognition of the right to a healthy environment, collaboration among different accountability mechanisms, and the establishment of a Climate Financing Oversight Committee for MDBs. |

| Summary, etc. | Cet article analyse comment les mécanismes de responsabilité des banques multilatérales de développement (BMD) peuvent être utilisés pour traiter les plaintes liées aux impacts climatiques. Il examine en détail deux de ces mécanismes : le Panel d’inspection de la Banque Mondiale et le nouveau Mécanisme de Responsabilité de Projet de la Banque Européenne pour la Reconstruction et le Développement (BERD). Bien qu’ils offrent une plateforme pour exprimer des préoccupations, leur efficacité est limitée par leur manque d’autorité et de capacité à suspendre des projets. L’article propose donc une approche holistique, incluant la reconnaissance du droit à un environnement sain, la collaboration entre les différents mécanismes de responsabilité et la création d’un Comité de Surveillance du Financement Climatique des BMD. |
