| Summary, etc. | Europe is a network of nation-states within which it is possible to innovate in technology by a collaborative way if confidence between countries is maintained with two principles: subsidiarity in decision making and community preference to promote cooperation. As Europe grows beyond a critical size threshold, it loses these two principles. Gradually, trust between partner countries is being replaced by European legislation placed above national jurisdictions. Europe is moving towards a federal model where the administrative power submits to political will. At this stage, the more Europe regulates, the more it creates legal barriers that diminish its capacity for innovation, compared to China and the US. Faced with this federal Europe, the aspiration for a Europe of nations is now felt with the rise of nationalist parties, to the detriment of the network Europe alone able to preserve the collective capacity for innovation.JEL Codes : O32, O38, N74, D85 |

| Summary, etc. | L’Europe est un réseau d’États-nations au sein duquel il est possible d’innover en technologie de façon collaborative, à condition d’entretenir la confiance entre les pays, suivant deux principes : la subsidiarité dans la prise de décision et la préférence communautaire pour favoriser la coopération. En grandissant au-delà d’un seuil de taille critique, l’Europe perd de vue ces deux principes. Progressivement la confiance entre les pays partenaires est remplacée par des textes de loi européens placés au-dessus des juridictions nationales. L’Europe évolue alors vers un modèle fédéral où le pouvoir administratif soumet la volonté politique. À ce stade, plus l’Europe réglemente, et, plus elle dresse des barrières juridiques, diminuant sa capacité d’innovation face à la Chine et aux États-Unis. Face à cette Europe fédérale, une aspiration à une Europe des nations se fait sentir aujourd’hui avec la montée des partis nationalistes, au détriment de l’Europe-réseau seule en mesure de préserver la capacité collective d’innovation.Codes JEL : O32, O38, N74, D85 |
