| Summary, etc. | This article analyzes the European regulation of artificial intelligence (AI) through the AI Act, adopted in March 2024, and its implications for companies whose products fall under the category of high-risk AI systems. This classification raises the question of the ambivalent effects of regulation on innovation: does it act as a brake or a driver for European competitiveness? It also highlights the issue of the EU’s strategic positioning in relation to the US and China, and its ability (or inability) to impose standards that are becoming unavoidable in the field of high-risk AI. AI is presented as a “Grand Challenge” for public policy, comparable to other global issues such as climate change, biodiversity, health, or demographic aging. The objective of this paper is to present the challenges related to innovation and the EU’s strategic positioning. |

| Summary, etc. | Cet article analyse la réglementation européenne de l’intelligence artificielle (IA) à travers l’IA ACT, adopté en mars 2024, et ses implications pour les entreprises dont les produits relèvent de la catégorie des IA à haut risque. Cette classification soulève la question des effets ambivalents de la régulation sur l’innovation : frein ou moteur pour la compétitivité européenne. Elle soulève aussi la question du positionnement stratégique de l’UE face aux USA et à la Chine et sa capacité à imposer (ou non) des normes devenues incontournables dans le cadre des IA à haut risque. L’IA est présentée comme un « grand défi » (Grand Challenge) pour les politiques publiques, comparable à d’autres enjeux mondiaux tels que le climat, la biodiversité, la santé ou le vieillissement. L’objectif de la communication est de présenter les enjeux en matière d’innovation et de positionnement stratégique de l’UE. |
