| Summary, etc. | This article introduces a special issue on postal traffic from the perspective of global history. It focuses as much on how this traffic was organized as on their content, both legal and illegal, since the 18th century, at all levels: local, imperial, national and international. Neglected by the historiography of global communications compared to telecommunications, the post is nevertheless the vector for and expression of myriad interactions which shape the sinews of modern and contemporary globalizations. Administrative and commercial correspondence, tourist postcards, migrants’ letters and money orders: these communications do more than simply reflect the administration of distant territories, commerce, tourism, and planetary migrations. Such communications shape and are reciprocally shaped by these factors. This perspective sees the emergence of postal global governance as crucial, through the founding of the General Postal Union in 1874, which became the Universal Postal Union in 1878. A specialized agency of the United Nations since 1947, the mission of this international organization is to forge “a single postal territory” of standards, tariffs, and regulations. At the same time, the organization offers its members a space to construct sovereignty in an age of interdependence. Postalizing globalization and, conversely, globalizing national posts: these are the two main contributions of this special issue. |

| Summary, etc. | Cet article introduit un dossier sur les trafics postaux dans une perspective d’histoire globale. Il s’intéresse autant à l’organisation de ces trafics qu’à leurs contenus, licites et illicites, depuis le xviiie siècle, à toutes les échelles, locale, impériale, nationale, et internationale. Délaissées par l’historiographie des communications globales en comparaison des télécommunications, les postes sont pourtant le vecteur et l’expression d’une myriade d’interactions qui forment la chair des mondialisations modernes et contemporaines. Correspondance administrative et commerciale, cartes postales touristiques, lettres et mandats des migrants : ces communications sont plus que le simple reflet de l’administration de territoires distants, de relations commerciales et touristiques, de migrations planétaires. Elles les façonnent et sont réciproquement façonnées par elles. L’émergence d’une gouvernance mondiale des trafics postaux, à travers la fondation de l’Union générale des postes en 1874, devenue Union postale universelle en 1878, est de ce point de vue cruciale. Agence spécialisée des Nations unies depuis 1947, cette organisation internationale a pour mission de forger « un seul territoire postal » autour de normes, de tarifs et de règlements partagés. Pour ses membres, c’est dans le même temps un lieu de construction des termes de la souveraineté, à l’âge de l’interdépendance. « Postaliser » la mondialisation, et réciproquement mondialiser les postes nationales : tels sont ainsi les deux principaux enjeux de ce dossier. |
