| Summary, etc. | This article introduces a Special Issue on “Citizenship and Urban Infrastructures: The State, Non-State Mediations and Everyday Practices”, which brings together contributions that critically examine how infrastructures shape, mediate, and complicate the formation of citizenship. Building on current debates that move beyond normative and legal definitions of citizenship, this Special Issue expands these discussions by examining the varied roles infrastructures play in the interplay between state and non-state actors, material arrangements, and everyday practices. Drawing on empirical cases from cities in Latin America, Europe, the Middle East, and South Asia, the articles explore how infrastructures - from transport and sanitation systems to digital identification technologies - mediate citizenship through daily interactions. The diversity of contexts reveals important conceptual variations in how infrastructure and citizenship intersect, shaped by differing political conditions, historical trajectories, and spatial configurations. Across the articles, citizenship emerges as multiple and contingent, shaped by diverse contexts. Infrastructures appear variously: as instruments of the state used to promote both inclusion and exclusion, and to enforce norms of belonging and governmentality; as systems appropriated by non-state actors to assert political power and create alternative political spaces; and as arenas through which rights are claimed and contested. Moreover, the Special Issue calls for examining citizenship formation across multiple spatial and temporal registers—attending to historical trajectories, and the everyday temporalities through which infrastructural governance is experienced and negotiated. This introduction concludes by outlining three directions for future research: (1) comparative analysis that engages with diverse sociopolitical and material conditions; (2) critical explorations of the politics of everyday infrastructural practices as sites where citizenship is enacted; and (3) sustained attention to the dynamic and heterogeneous nature of infrastructures as constitutive of both governance and political subjectivity. |

| Summary, etc. | Cet article introduit le numéro spécial « Citoyenneté et infrastructures urbaines : l’État, les médiations non étatiques et les pratiques quotidiennes ». Les articles regroupés dans ce numéro interrogent de manière critique la manière dont les infrastructures façonnent, médiatisent et compliquent la formation de la citoyenneté. Dans le prolongement des débats sur la citoyenneté qui invitent à dépasser ses acceptions purement normatives et juridiques, ils explorent la diversité des rôles que les infrastructures assument dans les dynamiques et les interfaces entre acteurs étatiques et non étatiques, arrangements matériels et pratiques du quotidien. À partir d’études de cas menées en Amérique latine, en Europe, au Moyen-Orient et en Asie du Sud, les auteurs et autrices de ce numéro spécial montrent comment des infrastructures variées — systèmes de transport, d’assainissement ou technologies d’identification numérique — façonnent la citoyenneté par le biais des interactions quotidiennes. Le croisement de contextes géographiques et sociopolitiques variés permet de souligner des variations conceptuelles importantes dans la manière d’appréhender les relations entre infrastructures et citoyenneté. Ce numéro spécial met en lumière la nature multiple et contingente de la citoyenneté. Les infrastructures sont analysées sous des formes diverses : en tant qu’instruments étatiques d’inclusion et d’exclusion, imposant des normes d’appartenance et de gouvernementalité ; en tant que systèmes appropriés par des acteurs non étatiques afin d’affirmer un pouvoir politique et de créer des espaces politiques alternatifs ; et en tant qu’arènes où se revendiquent et se disputent des droits. Les auteurs et autrices invitent à aborder la production de la citoyenneté à travers une pluralité d’échelles temporelles et spatiales, en tenant compte des trajectoires historiques et des pratiques quotidiennes de gouvernance infrastructurelle. En conclusion, cette introduction évoque trois pistes d’approfondissement pour les recherches futures : l’analyse comparative des contextes matériels et politiques, l’étude critique des pratiques ordinaires liées aux infrastructures comme lieux d’exercice de la citoyenneté, et une attention particulière à la nature dynamique et hétérogène des infrastructures dans les processus de gouvernance et de subjectivation politique. |
