| Summary, etc. | This article examines the notion of citizenship in Lima’s peripheries through the lens of mobility infrastructure. Less studied than housing or essential services such as water and electricity, these infrastructures nevertheless represent a pressing necessity and reflect significant socio-spatial inequalities. We use the concept of infrastructural citizenship to analyze the relationships between residents and the State and their evolution over time. Rather than a universal achievement, we demonstrate the existence of differentiated citizenship and a process of citizenship construction from below, resulting from a specific social contract between the State and residents of the peripheries. The article highlights the temporalities in which citizenship is expressed or enacted about infrastructure in terms of access, construction, or maintenance. Beyond the legal definition of citizenship, it explains the multiple forms of the State (depending on the levels of action) and citizen involvement. Finally, it questions the place of the informal sector, particularly through self-construction processes and “popular” transport, in urban production and as a form of building citizenship from below. |

| Summary, etc. | Cet article interroge la notion de citoyenneté dans les quartiers périphériques de Lima au prisme des infrastructures de mobilité. Moins étudiées que la question du logement ou des services essentiels comme l’eau et l’électricité, ces infrastructures représentent pourtant une nécessité prégnante et traduisent d’importantes des inégalités socio-spatiales. Nous mobilisons le concept de citoyenneté infrastructurelle pour analyser les relations entre les habitants et l’État et leur évolution dans le temps. Plutôt qu’un acquis universel, nous montrons l’existence d’une citoyenneté différenciée et d’un processus de construction de la citoyenneté par le bas, qui résultent d’un certain contrat social entre l’État et les habitants des quartiers périphériques. L’article met alors en évidence les temporalités dans lesquelles s’exprime ou s’acte la citoyenneté en lien avec les infrastructures, en termes d’accès, de construction ou de maintenance. Au-delà du face-à-face citoyens/État sous-entendu par la définition juridique de la citoyenneté, il souligne aussi les formes multiples de l’État (selon les niveaux d’action) et des implications citoyennes. Nous interrogeons finalement la place de l’informel, notamment à travers les processus d’autoconstruction et le transport « populaire », dans la production urbaine et comme forme de construction d’une citoyenneté par le bas. |
