| Summary, etc. | Perceived as a gross and competitiveness driver (Foray, 2010), innovation suffers from several market failures (Gibert, 2019). As a result, state intervention appears justified to reduce these failures and ensure a sufficient level of R&D for the country. Two decades after the Lisbon Strategy and the establishment of the target to allocate 3% of GDP to R&D domestic expenditures (GERD), it is now obvious that despite growing public support, France remains under its own ambitions and is falling behind other OCDE countries in innovation rankings. Our study first aims to produce a summary table highlighting the diversity and extent of public R&D facilities, before comparing this public support framework with its knowledge and use by innovative firms, based on a qualitative study (Gioia, 2012), conducted in three French regions: Ile de France, Normandy and Pays de la Loire. |

| Summary, etc. | Perçue comme vecteur de croissance économique et de compétitivité (Foray, 2010) l’innovation souffre de nombreuses défaillances de marché (Gibert, 2019). Dès lors, l’intervention de l’Etat semble justifiée afin de pallier ces défaillances et d’atteindre un niveau suffisant de R&D au niveau national. Plus de 20 ans après la stratégie de Lisbonne et l’établissement de l’objectif de 3% du PIB consacrés aux dépenses intérieures de R&D (DIRD), force est de constater que malgré un soutien public croissant, la France reste loin de ses ambitions et décroche dans les classements des pays de l’OCDE en termes d’innovation. Notre étude se propose tout d’abord de réaliser un tableau synthétique démontrant la diversité et le grand nombre de dispositifs publics de soutien à la R&D, avant de confronter cet arsenal public à sa connaissance et mobilisation par les entreprises privées innovantes à partir d’une étude qualitative (Gioia, 2012), portant sur les trois régions Ile de France, Normandie et Pays de la Loire. |
