| Summary, etc. | Introduction : L’assistance technique (AT) est une composante habituelle des interventions de renforcement des systèmes de santé. Ce type d’intervention est trop souvent conçu et évalué selon une logique qui ne tient pas compte de la complexité sociale, dont les représentations d’acteurs font partie. Cet article présente une étude en République Démocratique du Congo visant l’identification des représentations concernant deux types de prestataires d’appui technique au renforcement du système de santé : l’assistant technique résident (agent de coopération au développement) et les encadreurs provinciaux polyvalents (agents du ministère de la santé publique). Méthodes : C’est ainsi que des interviews ont été menées à l’aide d’un outil original créé à partir de principes de la pensée systémique. Les répondants étaient des acteurs impliqués dans une intervention d’AT dans la province de Bandundu. Leurs attentes vis-à-vis des prestataires d’AT ont été identifiées en termes de compétences individuelles (savoir, savoir-faire et savoir-être), de rôles et de styles d’interaction pour le renforcement des capacités (« axes interventionniste/dirigiste »). Résultats et Discussion : Les répondants ont souligné l’importance de l’apprentissage mutuel et de la qualité de la relation, qui est dépendante du savoir-être des prestataires d’AT et de la bonne volonté des acteurs en place. Les représentations en matière de compétences sont plutôt consensuelles, mais il existe quelques divergences dans les attentes relatives aux rôles que l’AT doit remplir et aux styles à adopter pour le renforcement des capacités des bénéficiaires. Ne pas en tenir compte peut être une des menaces qui pèse sur l’efficacité de l’AT. |

| Summary, etc. | Change management : An analysis of actors’ perceptions about technical assistance in the Democratic Republic of Congo Introduction : Technical assistance (TA) is a common component of health system strengthening interventions. This type of intervention is too often designed and evaluated according to a logic that fails to take into account social complexity. Actors’ perceptions are one element of this complexity. This article presents a study conducted in the Democratic Republic of Congo designed to identify perceptions concerning two types of technical support providers for health system strengthening : long-term technical assistants (agents of development agencies) and provincial technical advisors (agents of the Ministry of Health). Methods : Interviews were conducted with an innovative tool inspired by the principles of systems thinking. Interviewees were actors involved in a TA intervention in the province of Bandundu. Their expectations regarding TA providers were identified in terms of personal characteristics (knowledge, know-how and interpersonal skills), roles, and styles of interaction for capacity building (“interventionist/ prescriptive axes”). Results and Discussion : Interviewees emphasized the importance of mutual learning and the quality of interactions, which depends on TA provider’s interpersonal skills and mutual willingness. Perceptions of TA provider’s characteristics tend to be similar, but several differences were observed concerning the expectations about the roles of TAs, and the style that should be adopted for capacity building. Ignoring these differences in expectations may be a threat to the effectiveness of TA. |
