| Summary, etc. | RésuméCet article concerne la présence et la voix des femmes au niveau de la politique institutionnelle. Cet enjeu possède toute son importance au regard de la citoyenneté politique des femmes et s’est notamment traduit, à la fin de la décennie 2000, par une féminisation des fonctions législatives et exécutives. Cependant, nous montrons que la présence des femmes dans la politique institutionnelle n’est pas réductible à la seule féminisation des charges électives et exécutives. En effet, il y a lieu de considérer, au-delà de la « représentation descriptive », la « représentation substantive » des questions de genre. À cet égard, la voix des femmes au sein des groupes féministes dans leurs interactions avec l’État, et en particulier avec les agences étatiques consacrées à l’égalité des chances entre femmes et hommes est d’une importance majeure. Aussi, nous mettrons en avant que le genre peut désormais être utilisé comme une ressource en politique. |

| Summary, etc. | From the feminization of democracies to gender as a political resourceThis article concerns the presence and voice of women at the level of institutional politics. This is particularly important for women’s political citizenship and was in particular expressed, at the end of the 2000s, by a feminization of legislative and executive functions. However, we show that the presence of the women in institutional politics cannont be reduced to the feminization of elective offices and the executive. Indeed, it is necessary to move beyond the “descriptive representation” to the “substantive representation” of gender questions. In this respect, the voice of women from feminist groups in their interactions with the State, and in particular with the official agencies devoted to equal opportunities between women and men is of major importance. In this way, we propose that gender can now be used as a policy resource. |

| Summary, etc. | ResumenEste artículo concierne la presencia y la voz de las mujeres al nivel de la política institucional. Esta cuestión tiene su importancia con respecto a la ciudadanía política de las mujeres y se ha traducido, al final del decenio 2000, por una feminización de las funciones legislativas y ejecutivas. Sin embargo, mostramos que la presencia de las mujeres en la política institucional no se puede reducir únicamente a la feminización de los mandatos electivos y ejecutivos. En efecto, conviene considerar, más allá de la « representación descriptiva », la « representación substantiva » de las cuestiones de género. En este sentido, las voces de las mujeres dentro de los grupos feministas en sus interacciones con el Estado, en particular con las agencias estatales dedicadas a la igualdad de oportunidades entre mujeres y hombres es de gran importancia. Entonces, pondremos en evidencia que el género puede a partir de ahora ser utilizado como un recurso en política. |
