| Summary, etc. | Parce que les luttes territoriales ne peuvent manquer de se confronter à l’État, soit qu’il porte, soit qu’il soutienne les projets d’aménagement du territoire mis en cause, elles sont vouées à être écartelées entre une frange contestataire et une frange cogestionnaire entre lesquelles les relations sont instables. Les contestataires rejettent en bloc les projets en question et le « monde qui va avec », un système capitaliste destructeur qui est soutenu par l’État. Les cogestionnaires les critiquent en détail dans une attitude de contre-expertise qui les dispose à collaborer avec les pouvoirs en place. Dans le cas de la lutte contre le barrage du Testet à Sivens (Tarn), cogestionnaires et contestataires ont d’abord réussi à faire front commun contre des autorités obstinées, condition sine qua non pour les faire reculer. Acculées, celles-ci ont joué la stratégie de la tension jusqu’à l’homicide. Pour reprendre en main une situation devenue ingérable, elles ont alors recouru à une double stratégie : la carotte de la démocratie participative pour les cogestionnaires (qu’elles ont ainsi dissociés du reste de l’opposition) et le bâton des milices fascisantes pour les contestataires. |

| Summary, etc. | Because the state either promotes or support territorial plans of development, opponents are divided between dissenters and comanagers. While the former radically reject these projects and the “world that goes with them,” the latter expect that their own legal expert assessment of projects will convince their proponents and the state authorities to give them up or to amend them. Such detailed expert assessment makes them prone to succomb to the sirens of collaboration. The Testet dam at Sivens (Tarn) provides a good case study of the unfolding of such struggles. At first, dissenters and comanagers succeeded in setting up a common front against the state authorities and promoters. It was the sine qua non condition to push them back. Cornered, the authorities implemented the usual divide and conquer strategy : the carrot of participative democracy for the comanagers to separate them from the rest of the opponents, and the big stick of fascistic militia for the dissenters. |
