| Summary, etc. | RésuméL’analyse de textes relatifs au droit de l’environnement et au droit de l’urbanisme montre la double, sinon triple, filiation du paysage urbain ; tantôt associé à la protection de territoires au regard du développement urbain ou encore à l’embellissement urbain et au renouveau dans les pratiques d’aménagement urbain, le paysage est également lié aux questions d’identité urbaine. Cette étude de politiques publiques permet de savoir si la référence paysagère correspond à un engagement environnemental ou s’il s’agit d’un jeu rhétorique. Le paysage ne pourrait-il pas devenir une question vive de l’aménagement urbain en intégrant dans ses préoccupations les composantes invisibles, fonctionnements sociaux et écologiques, de sa dimension visible ? |

| Summary, etc. | An analysis of environmental law and town-planning law shows the double, if not triple, affiliation of the urban landscape: sometimes associated with protection of territories from urban development, sometimes related to urban beautification and new urban development practices, it is also linked to issues of urban identity. This public policy study enables us to determine whether landscape is an actual environmental policy or primarily rhetoric. However, landscape could become an important town-planning issue if its invisible components – social and environmental aspects – were included in its visible dimension. |
