| Summary, etc. | RésuméLe développement de Hong Kong a été souvent expliqué par l’attitude libérale de son gouvernement. L’article revient sur ce mythe en analysant les politiques d’aménagement de l’espace depuis les années 1950. La définition du libéralisme (sur laquelle s’appuient les autorités) est tout d’abord fournie. Il est ensuite montré que le gouvernement a pesé lourdement sur l’immobilier, en subventionnant indirectement environ la moitié des logements. Cette politique a permis la mise en place d’une politique de promotion des exportations, puis l’avènement d’une société de consommation. Paradoxalement, cette politique interventionniste n’a pas remis en cause le mythe libéral, les modes d’intervention publique utilisés échappant aux critères retenus dans la définition du libéralisme. Enfin, les changements en matière d’aménagement de l’espace après 1997 ont provoqué des difficultés économiques que Hong Kong a du mal à surmonter. |

| Summary, etc. | The development of Hong Kong has often been explained by the liberal attitude of its government. The article analyses this myth through urban planning policies since the 1950s. A definition of liberalism (on which the authorities rely) is first provided. Then, the heavy influence of government on housing, with indirect subsidy for about half the housing stock in Hong Kong, is assessed. This allowed the promotion of an export-led policy and, later, the growth of a consumer society. Paradoxically, this interventionist attitude did not question the liberal myth, since the modes of public intervention adopted fell outside of the current definition of liberalism. Finally, the changes in terms of urban planning after 1997 have provoked economic strain which Hong Kong has difficulties in overcoming. |

| Summary, etc. | ResumenEl desarrollo de Hong Kong ha sido frecuentemente explicado por la actitud liberal de su gobierno. El artículo se focaliza en este mito y analiza las diferentes politicas de ordenación del espacio desde los años 1950. Se suministra en primer lugar la definición del liberalismo (sobre el que se apoyan las autoridades). Seguidamente se expone como el gobierno ha influido notablemente sobre el parque immobiliario, subvencionando indirectamente alrededor de la mitad de las viviendas. Esta política ha favorizado las exportaciones y el advenimiento de la sociedad de consumo. Paradójicamente, esta política intervencionista no ha puesto en duda el mito liberal porque los modos de intervención públicos utilizados no estan abarcados dentro de los criterios retenidos para definir el liberalismo. Finalmente, los cambios introducidos a partir de 1997 en el ambito de la organización del espacio han provocado dificultades económicas que Hong-Kong aun no ha superado. |
