| Summary, etc. | Cet article explore les effets de l’amorce d’un nouvel ordre infrastructurel sur les vies citadines liées au transport artisanal à Abidjan. Il vise à comprendre ce que signifie restructurer un ensemble d’acteurs et de lieux qui, pris ensemble, constituent plus qu’un secteur économique ou un service urbain, mais un milieu d’ancrage et de circulation des vies précaires en ville. À l’aide de la métaphore du milieu empruntée à M. Foucault, l’objectif de l’article réside dans l’examen d’une technique de gouvernement consistant à intervenir sur un espace donné pour infléchir des circulations existantes (de normes, de personnes, d’objets). Cette approche offre un double questionnement de recherche : à quelles conditions une norme institutionnelle vient-elle concurrencer, infléchir ou invisibiliser un ensemble de normes déjà existantes au sein d’un milieu ? Que touche-t-on à distance, quels équilibres risque-t-on de bouleverser, que laisse-t-on de côté et à quelles échelles, lorsqu’un nouvel ordre infrastructurel s’immisce dans un milieu existant ? Pour répondre à ces questions, nous avons mené une enquête de terrain en avril 2023, en nous concentrant sur une petite ligne de gbaka (minibus) dans la commune populaire de Yopougon, selon une démarche qualitative. Depuis janvier 2022, l’AMUGA expérimente sur cette ligne la mise en place d’arrêts-minute afin de mettre fin à des usages jugés désordonnés en vue de l’arrivée du Bus Rapid Transit (BRT) Yopougon-Bingerville. Les changements en cours font de cette ligne un observatoire singulier d’une tentative de gouvernement à distance lorsqu’un nouvel ordre s’immisce dans un milieu. |

| Summary, etc. | This paper examines the impact of the emergence of a new infrastructural order on urban life trajectories related to the artisanal transport sector in Abidjan. It aims to understand what it means to restructure a set of actors and places that together constitute more than an economic sector or an urban service, but a milieu for anchoring and circulating precarious lives in the city. Drawing on Michel Foucault’s metaphor of the “milieu”, this article aims to examine a government technique that consists of intervening in a given space in order to influence existing flows (of norms, people and objects). This approach raises two research questions: under what conditions does an institutional norm compete with, influence or invisibilise an existing set of norms within a milieu? What do we influence remotely, what balances do we risk upsetting, what do we leave out and at what scale when a new infrastructural order interferes with an existing milieu? To answer these questions, we conducted qualitative fieldwork in April 2023, focusing on a gbaka (minibus) line in Yopougon, one of Abidjan’s popular neighborhoods. Since January 2022, AMUGA has been experimenting with the introduction of minute stops on this line in order to put an end to what are considered disorderly practices in preparation for the arrival of the Yopougon-Bingerville Bus Rapid Transit (BRT). The changes underway make this line a distinctive observatory of an attempt at remote government when a new order intrudes into an environment. |
