| Summary, etc. | Dans cet article, l’auteur reprend les principaux axes des quatre contributions précédentes. Il conclut qu’actuellement, tout oppose la situation française et la réalité nord-américaine et que celle-ci ne saurait être transférable à la France. Toutefois, la comparaison entre les deux constitue une invitation à s’interroger, presque un an après l’adoption de la loi Fillon, sur les évolutions possibles des retraites, de l’emploi et sur leur articulation. En ces domaines, les incertitudes sont nombreuses et tiennent aux comportements futurs des entreprises et des salariés, la réforme de 2003 faisant le pari d’un retour au plein emploi en 2010 et d’une augmentation, dès maintenant, des taux d’emploi en fin de carrière. La France se situe aujourd’hui à la croisée des chemins, au début d’un processus de long terme qui est susceptible de configurations différentes. Des marges de manœuvre existent par les décrets d’application, le caractère évolutif de la loi et surtout par sa dépendance à l’égard de l’emploi qui, sous certaines conditions, pourrait s’améliorer. Un modèle plus libéral ou plus social peut donc se mettre en place. L’enjeu est de savoir si l’avenir sera fait d’emplois précaires et de retraites au rabais, ou d’emplois sécurisés et de pensions satisfaisantes, et quelle sera la répartition de ces situations entre les différents groupes sociaux. Quoi qu’il en soit, il n’y aura pas de retour à la situation antérieure et la deuxième partie de l’existence ne ressemblera pas à celle des trente glorieuses. |

| Summary, etc. | Pensions and Employment: From the USA to France In this article, the author reconsiders the main points of the four previous contributions. He concludes that the French situation today is totally different from that of the USA, whose system would never be applicable in France. However, almost a year after the adoption of pension reforms in France, the comparison between the two countries provides an opportunity to examine how pensions and employment are liable to evolve, and how the two are interlinked. There are many uncertainties about the future behaviour of employers and employees, with the 2003 reform banking on a return to full employment by 2010 and an immediate increase in the number of older workers remaining in employment. France is now at a crossroads, embarking on a long-term process that is liable to evolve in different ways. The implementing decrees of the French law, its openended structure and, above all, its dependence on an employment situation which may improve if the conditions are right, give a certain degree of freedom. A more liberal or a more social model may thus emerge. The challenge is to determine whether the future will be characterized by precarious jobs and ungenerous pensions, or by stable jobs and generous pensions, and how these contrasting situations will be reflected among different social groups. There is no doubt, however, that we cannot move the clock back, and that the second part of our lives will never resemble that of the post-war generations who preceded us. |
